Speaker Mohammad Aslam Bhootani Inaugurates Media Center in Balochistan Assembly
May 5, 2008: Speaker Mohammad Aslam Bhootani inaugurated a Media Center in Balochistan Assembly, established with support of USAID Pakistan Legislative Strengthening Project. Addressing the inaugural ceremony as Chief Guest, Speaker Mohammad Aslam Bhootani said that USAID Pakistan Legislative Strengthening Project has provided tremendous technical assistance to the Balochistan Assembly over last two and half year. It provided relevant knowledge and skills to our honorable members to understand the legislative process. It also made incredible efforts to build the capacity of Assembly staff, so that they can be of meaningful support to honorable members. He added that today we are going to inaugurate Media Center in Balochistan Assembly, and I am thankful to USAID PLSP for its establishment. This Media Center will facilitate Journalists to make more quick and accurate reporting of Assembly Proceedings. I am of the view that Media can play vital role in improving the representation of parliamentarians and the Assembly to the public. People are always interested to see the performance of their elected representatives and only Media can play the role of an information bridge between the representatives and the people, who elect them. He assured that Balochistan Assembly will always part of the efforts to strengthen democracy and improve legislation in the province. We would appreciate more partnership opportunities between USAID and Balochistan Assembly and through mutual cooperation we would be able to contribute in the democratization process of the country. Mr. Christopher Shields, Director USAID PLSP said that the Balochistan Provincial Assembly has been at the forefront of providing both state and private television with access to the assembly’s proceedings. This demonstrates not only the spirit of transparency but a commitment to the principles of democratic processes and accountability. The facility we are about to inaugurate today will provide Journalists with the necessary tools to tell the story of the work of the Assembly to the people of Balochistan. It will provide high-speed, real-time access for reporters, and enable them to provide even greater public access to the working of the Assembly through their reporting. Journalists from leading Media Channels and Newspapers attended the event.

French Ambassador Calls Upon Speaker Balochistan Assembly
7 May 2008: French Ambassador to Pakistan, Regis De Belenet and Karachi based Consul General Pierre Seillan called upon Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani. They discussed the bilateral cooperation and related opportunities. The delegation also visited the Assembly Hall with Speaker.

German Ambassador Dr. Gunter Mulack met Balochistan Provincial Assembly Speaker Mohammad Aslam Bhootani in his Chamber on 20th May 2008 and discussed bilateral issues. Speaker provided information regarding governments reconciliation process to the German Ambassador. German Ambassador appreciated government's initiatives regarding maintenance of law and order situation and expressed his satisfaction on the democratic process.

Provision of Rights only soluttion to end Balochistan's Sense of deprivation, says Bhootani
Former Caretaker Chief Minister Sardar Muhammad Saleh Bhootani and Speaker Balochistan Assembly Muhammad Aslam Bhootani have said that without giving rights to people of Balochistan sense of deprivation cannot be removed. They said that every one has his on way to seek rights and we are also raising voice for the rights of Balochistan and its people. They said that present Federal and Provincial governments are striving for the progress and prosperity of the province, but to achieve these goals unity was must. They said they would try their best to come up to the expectations of masses. They expressed these views while addressing public gatherings at Goth Khuda Bakhsh, Parian Kolwai. The gathering were attended by a large number of people. On this occasion they both were honoured with "AJRAKS". Sarda Saleh Bhootani while addressing the gathering said that provision of basic amenities of life to people was the responsibility of the elected representatives. He said that our survival lies if Balochistan remains part and parcel of Pakistan. They said that credit of our presence in the Assemblies for last eight years only goes to the people of our respective constituencies at Lasbela. They assured that every possible effort would be made to fulfill the pledges made to the people, adding construction of metal roads and provision of electricity, water and other facilities to all villages was our responsibility. Later, they inaugurated Electricity Projects being implemented through the fund of Rs: 9 million provided by Chief Minister Nawab Aslam Raisani. Eearlier, poeple of Goth Khuda Bakhsh Brohi accorded warm welcome to their leaders upon their arrival.

Speaker Mohammad Aslam Bhootani departed for Australia to attend CPA Conference
Quetta: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani left for Sydney, Australia to attend CPA's 21st Parliamentary Seminar on "Strengthening Parliamentary Democracy" to be held in New South Wales Parliament from 24th to 30th May, 2009. The Parmiament of South Wales has extended this invitation. During the Seminar, the participants will read out papers on strengthening of democratic institutions, while discussions would also be held on this occasion. During the CPA moot, Speaker Balochistan Muhammad Aslam Bhootani would deliver his lecture on strengthening of democatic institutions in Pakistan and the challanges faced by them. He would return to the country on June 5, via Hong Kong, Dubai.

Balochistan Assembly, MPAs' Hostel to get Modren Security System: Aslam Bhootani
Quetta: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has said that a modern and latest security system would be installed in Balochistan Assembly and MPAs\' Hostel to provide security to MPAs during Assembly sessions and to those living at the MPAs\' Hostel. He espressed these views during his visit to NADRA Office at Quetta Cantt. Muhammad Aslam Bhootani on this occasion said that besides district Lasbela NADRA Office would also be opened at Dureji, so as people of the area could benefit from this facility and could get their ID Cards from NADRA Office Dureji instead of coming to Quetta. He further added that a seminar would also be organized at Lasbela to bring awareness about birth registration and encourage people to get their children registered with NADRA. Aslam Bhootani also said that a modren security system would also be installed in Balochistan Assembly and MPAs\' Hostel with the help of NADRA to effectively deal with the anti-state elements and menace of terrorism. He lauded the service of NADRA saying its valuable services for the province are not hidden from anyone. He said that NADRA\'s excellent performance has enabled people of the province to get thier CNICs in an easy manner in the shortest possible time. Earlier, General Manager NADRA, Brig(R) Zahid Hussain briefed the Speaker about the NADRA activities. He apprised the Speaker that NADRA had established computer literacy centers at the Varchoom and Khanozai areas of District Ziarat after earthquake, so as people of these areas could continue their studies at these centers

Governor Approves New Assembly Rules on Speaker's Request
Quetta: The Balochistan Provincial Assembly has notified new Rules and Regulations regarding appointments and promotions of Assembly employees in the Assembly Secretariat. The notification issued by the Assembly Secretariat says that all the discretionary powers of the Speaker Balochistan Provincial Assembly have been abolished henceforth. Speaker Balochistan Assembly Muhammad Aslam Bhootani had recommended Governor Balochistan to abolish the previous Assembly rules, under which the Speaker used discretionary powers to amend the rules of promotions and appointments of Assembly employees, had requested to approve new rules for Assembly Secretariat. The Speaker had observed that due to Speaker's discretionary powers injustices had been made in transfers and promotions in Assembly Secretariat. And since there was no specific educational criteria, eligible people could not be hired on key Assembly posts. The Governor Balochistan, on the request of Speaker, Balochistan Assembly has now approved new Assembly rules, which have been promulgated through a notification. Speaker Balochistan Assembly Muhammad Aslam Bhootani has expressed hope that abolition of Speaker's discretionary powers would help pave the way to ensure merit in the Assembly Secretariat and the Assembly Secretariat would be able to induct highly qualified officers in future.

Speaker Surrenders 35 Million Rupees to Finance Department
Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has returned Rs: 35 million to Finance Department from the budget approved for the Balochistan Assembly in the current fiscal year. The step could be made possible after observing strict financial discipline and maintianing control over unnecessary expenditure in the Provincial Assembly Secretariat. It may be mentioned that last year Speaker Muhammad Aslam Bhootani had returned Rs: 15 million to the Provincial Government under the same policy.

Speaker Visits QESCO Headquarters
Speaker Balochistan Assembly Muhammad Aslam Bhootani paid a visit to QESCO headquarters Quetta and met CEO QESCO Engineer Muhammad Shafiq Khattak. On this occasion they exchanged views on electricity matters relating to Dureji and other adjoining areas of District Lasbela. The QESCO Chief briefed the Speaker about the ongoing power projects under Kuwait fund and Public Works Programme. Speaker Aslam Bhootani while lauding services of QESCO assured his full cooperation to the department. Chief Engineer and other senior officers were also present on the occasion.

Speaker Congratulates Chief Minister and Finance Minister for Presenting People Friendly Budget
The Budget Session of Balochistan Provincial Assembly for the year 2009-10 was held on June 20, at 6:00 pm. Speaker Balochistan Assembly Muhammad Aslam Bhootani was in the chair, while Provincial Finance Minister Mir Asim Kurd Gailoo presented the Budget 2009-10, with an outlay of Rs: 74.247 Billion. Speaker Muhammad Aslam Bhootani, under the directives of Chief Minster Balochistan, had ordered strict security measures during the budget speech. After the budget speech Speaker Muhammad Aslam Bhootani congratulated Chief Minister Nawab Aslam Raisani, Finance Minister Mir Aslam Kurd Gailoo and the Balochistan Government for presenting people friendly budget. The current budget session would continue till 29th June 2009.

Balochistan Government Announces Rs 74.247 Billion Budget 2009-10
The PPP-led Balochistan coalition government on Saturday presented Rs: 74.247 billion tax-free budget with an overall deficit of Rs: 8.332 billion for the Fiscal Year 2009-10. “The budget envisages Development Programme of Rs: 18.536 billion including Rs 5 billion of Foreign Project Assistance FPA and with current budget of Rs: 53.081 billion,” provincial Finance Minister Asim Kurd Gailoo said in his speech while presenting the second annual budget of the coalition government in Balochistan Assembly here on Saturday. “Keeping in view burden of common man, our next budget is tax-free,” the Finance Minister said, adding that total estimated receipts are Rs 59.054 billion out of which Rs: 3.645 billion as the province’s own income including Rs: 1.132 billion as tax while Rs: 2.512 non-tax receipts, and Rs: 55.408 billion as Federal transfers including Rs: 13.975 billion subvention/grants and Rs 29.204 as share in tax. The deficit in the budget is amounting to Rs 8.332 billion. The Finance Minister said that the deficit amounting to Rs 8.832 billion would be met from promised grants of Rs 3 billion by the Federal Government set for budgetary support, Rs 3 billion set for Public Representative Programme-PRP and remaining deficit of Rs 2.332 billion would be met by enhancing province’s own resources. About relief to Government servants in the coming fiscal year, Asim Kurd Gailu said that he was pleased to announce ad-hoc relief allowance of 15 per cent of serving government servants and 15 per cent increase in pension of retired servants of Balochistan Government from July 1, 2009. Regarding measures which had so far been taken for ending unemployment in Balochistan, he said that thePprovincial Government had created 4 thousand new posts in various departments during the last one year aimed at reducing unemployment in the province. Referring to financial crunch being faced by the cashed-strapped Balochistan Government, the Finance Minister said that Chief Minister Nawab Muhammad Aslam Raisani had evolved two pronged strategy for putting the fledgling economy back on track. These included; initiating reconciliation with annoyed (Baloch) Political Forces (for improving law and order) and contacting the Federal Government for conversion of over draft into soft loan. Despite conversion of the over draft into soft loan, Asim Kurd Gailoo said that the government was paying Rs: 350 million per month to State Bank of Pakistan. Later, President Asif Ali Zardari, Prime Minister Syed Yusuf Raza Gillani and Adviser on Finance Shaukat Tareen had graciously decided to freeze the over draft for six months up to June, thereafter, it was to be picked up by the Federal Government as result of efforts which had been made by the Provincial Government led by Nawab Muhammad Aslam Raisani, he added. The Provincial Government had put security on high alert during the budget session in and around the Assembly, and the Assembly Secretariat had banned issuance of visitor passes and issued passes only to journalists affixed their pictures for the first time in the history of the Assembly. A large number Police, ATF and other law enforcement agencies were deployed around the Assembly building during the Budget Session.

Speaker Muhammad Aslam Bhootani Administers Oath to Newly Elected Cabinet of Assembly Staff Association
Speaker Muhammad Aslam Bhootani has said that his doors are always open for the just rights of the Assembly employees, who could directly approach him to get their problems resolved. He expressed these views addressing the oath taking ceremony of newly elected cabinet of Balochistan Assembly & MPAs' Hostel Staff Association, here on Monday. The Speaker said that Balochistan Provincial Assembly is a dignified institution and its employees are an asset of this institution. He urged the Assembly employees to maintain the discipline and perform their duties with diligence and hard work. Later, the Speaker administered the oath to the newly elected cabinet of Assembly Staff Association. The Speaker, on this occasion also issued directives on some of the matters envisaged in 13 point agenda of the Association. On this occasion Speaker Muhammad Aslam Bhootani donated Rs: 50,000 to the Assembly Staff Association.

Education only way to make progress, Speaker Muhammad Aslam Bhootani
Quetta: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has said that education is the only way to make progress by leaps and bounds. He expressed these views while talking to daily "Jang" here the other day. The Speaker, while thanking Chief Minster Balochistan Nawab Muhammad Aslam Raisani and Education Minister Shafiq Ahmed Khan for giving approval to open new schools and up gradation of the existing schools in district Lasbela, said that due to my strenuous efforts in the past announcements were made by the then Government to establish new educational institutions in district Lasbela, but despite PML Government these promises could not be fulfilled even the former Chief Minister also hailed from district Lasbela, he added. Speaker Muhammad Aslam Bhootani said that Chief Minister Nawab Aslam Raisani has fulfilled his promise to establish a Degree College at Hub, saying classes in this college would soon be started. Similarly, the Education Minister Shafiq Ahmed Khan has also proved himself a genuine elected representative by giving approval of establishing 6 high schools, 4 middle schools and a number of primary schools in the area, he maintained. Speaker Directs Secretary Assembly to Contact PTCL Regarding Faults in System
Speaker Balochistan Assembly Muhammad Aslam Bhootani has directed Secretary Assembly to contact PTCL concerned high ups to inform them about the problems faced by PTCL system in the constituency of Provincial Minister Mir Habib-ur-Rehman Muhammad Hasni who raised the issue on Assembly floor through a point of order, saying that PTCL system, in his respective area, had gone out of order for last 15 days. He said that PTCL was the only source of sea and land communication. He said that after repeated contacts with the PTCL high ups and issuing statements in the newspapers the fault was rectified, however he said, this situation arises out after every couple of months, but this all goes unnoticed, he asserted. The Speaker while taking notice of the situation directed the Secretary Assembly to contact the PTCL officials and inform them about the problem.

Speaker Asks MPA to ensure their presence in House
Speaker Balochistan Assembly Muhammad Aslam Bhootani has directed Members Assembly to ensure their presence in the house during Question hour. He expressed these remarks in a ruling in response to the protest of Provincial Minister, Sardar Muhammad Aslam Binzenjo and Sardarzada Rustam Jamali. Both of the Ministers were protesting against the absence of PML (Q) Sheikh Jaffar Khan Mandokhail from the house. The Provincial Ministers had raised the plea that preparation of answers to Assembly questions takes lots of time, but all these efforts and hard work go waste in the absence of the concerned MPAs, asking these questions. Later, the Speaker disposed off all the Questions, presented during the Question Hour.

Aslam Bhootani Rejects Discrimination Charges
Quetta: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has said that bringing vote of no confidence is the democratic right of every member of the Assembly. However, he categorically denied that he has ever shown like or dislike or made any injustice to any of the members of the Assembly. He said that Assembly is an institution to strengthen democracy and every member Assembly has the right and freedom to raise voice from this platform. Aslam Bhootani said that he has never shown any partiality during Assembly business, saying that not only Speaker but all Assembly members are equally responsible to run Assembly business according to the rules. "I have never shown any discrimination towards any of the Assembly members nor I intend to do so in the future". Bhootani asserted. Speaker Aslam Bhootani said this House belongs to all of us and from this platform we have to resolve problems of this backward Province together. He also talked with all the Parliamentary friends, especially Chief Minister Nawab Mohammad Aslam Raisani, Moulana Abdul Wasey, PPP, PML (Q), BNP (A), ANP, and Like Minded Group for their cooperation and reposing full confidence in him.

Rupees 250 Million Development Projects to be under Taken
HUB: Speaker Balochistan Provincial Assembly Muhammad Aslam bhootani has said that during the current financial year 2009-10 Rupees 250 million development projects would be under taken in his constituency PB-45 Lasbela while Rupees 2.5 Billion Winder Dam is in addition on which WAPDA would start work during the current year. Addressing a Press Conference at his Mass Contact Office on Thursday, Aslam Bhootani said that service of the masses is important point of his manifesto and he has always tried to provide facilities to the people at thier door step and he would do the same in the future also. He said Prime Minister had provided Rupees 13 million for electrification of villages in Sakran and Dureji. These funds have been released to the concerned department. He said Rupees 50 million would be spent on various schemes in Winder, Liari, Lakhra, Bela, Gaddani, and Hub under MPA scheme. Deserving zamindars would be given Rupees 3 million bulldozer hours. He said Federal Government has approved Rupees 125 million for building 8 small dams in Dureji. Funds have also been earmarked for conductiing survey for the supply of gas to Sakran. Rupees 40 million would be spent on building Miran Pir Road in Winder for which tenders would be floated during the current week. Bhootani said that it was possible due the efforts and wise leadership of the Chief Minister Balochistan Nawab Muhammad Aslam Raisani. He also thanked President Zardari and Prime Minister Yusuf Raza Gillani who helped Balochistan during its financial crisis and provided more funds.

Muhammad Aslam Bhootani, Speaker Balochistan Provincial Assembly, will be taking oath as acting Governor of Balochistan. The Governor Balochistan Nawab Zulfiqar Ali Magsi is proceeding abroad on Wednesday, 15 July 2009. The oath taking ceremony will be held at the Governor House on 15 July 2009 at 11:30 am.

According to a hand out issued by the Balochistan Provincial Assembly that Syed Mati-Ullah Agha Deputy Speaker will enjoy the office of the Speaker, Balochistan Provincial Assembly as acting Speaker while the Honorable Speaker is holding the office of the Governer of Balochistan as acting Governer Balochistan.

Restoration of Levis Force to help improve law and order: Syed Matiullah Agha Acting Speaker
Quetta: Acting Speaker Balochistan Assembly Syed Matiullah Agha has said that restoration of Levis Force was a long outstanding public demand and this step would help improve law and order situation in the province. But there he was informed that Provincial Minister had expired. Speaker said that the murder of of the Provincial Minister is a conspiracy. He strongly condemned the action and offered condolences to his family.

Islamabad: Syed Matiullah Agha, Deputy Speaker Balochistan Provincial Assembly, called on Prime Minister Yousaf Raza Gillani. During the meeting various issues were discussed including law and order situation in Balochistan. The Deputy Speaker on the occasion informed the Prime Minister about the restoration of Levis Force in Pishin, writing off agriculture loans, and provision of tubewells to the growers of PB8 Pishin-I. He also sought release of development funds for his constituency. The Prime Minister on this occasion issued directives to release the funds immediately. The Deputy Speaker thanked Prime Minister and invited him to visit Pishin District while accepting the invitation Prime Minister assured that he would soon pay a visit to Pishin.

Aslam Bhootani assures to resolve the problems of Hub Hindu Community
Councilor Union Behroot Molchand Lasi was called on Speaker Balochistan Assembly here the other day. On this occasion he apprised the Speaker about the problems faced by the minorities. He also told the Speaker about the kidnapping of a boy Retik Kumar S/o Dastaras and said that despite lapse of four days the abducted boy could not be recovered causing great embarrassment and sense of insecurity among his parent and the Hindu community of Hub. He also demanded that funds may be allocated for extension of two more rooms at Hindu Community Hall and repair of lavatories. Besides, steps should also be taken to held widows and the other needy people and directions should be issued to Tehsil Council Hub for repair of roads at Hindu Mohallah, he demanded. Speaker Aslam Bhootani assured him to resolve these problems.

Construction of Winder Dam to bring propserity in Lasbela and other areas: Aslam Bhootani
QUETTA: Speaker Balochistan Assembly Muhammad Aslam Bhootani, while thanking the Federal Government for its approval regarding construction of Winder Dam, has said that impelementation of Winder Dam project was a must to improve economic conditions of Balochistan, and also saying that construction of Winder Dam would improve socio-economic conditions of people of Lasbela. In a special chat with Online news agency he said that the Federal Government during ECNEC meeting on Thursday had given approval for construction of Winder Dam at Lasbela, while tenders have also been called for construction of this dam on 28th of this month. This dam would cost around Rs 3.5 billion, the Speaker said while adding that Winder Dam project was pending for the last 35 years, but with the sincere efforts of Chief Minister Balochistan Nawab Aslam Raisani and due to personnal intrest of President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani, now this project has been approved. Speaker Aslam Bhootani paid rich tributes to Prime Minister Yousaf Raza Gilani, President Asif Ali Zardari and Chief Minister Balochistan Nawab Aslam Raisani for making this project possible. He said that construction of Winder Dam would help fullfill the water needs of industrial areas of Winder, while this would also help making 10 thousands acres of land usefull. Aslam Bhootani further said that completion of Winder Dam project would certainly have postive impact on the socio-economic conditions of the area.

US diplomat meets Aslam Bhootani
QUETTA: Karachi-based US Consul General Stephen G. Fakan held a meeting with Balochistan Assembly Speaker Mohammad Aslam Bhootani here on Thursday. The speaker informed the US diplomat about reservations of the people of Balochistan about the reported US plans for drone attacks in Quetta and other Balochistan areas. He said extremist elements did not exist in Balochistan. The people of the province were peace-loving and would never harbour terrorists, he said, adding that the Pakistani security forces were alert and capable of dealing with terrorists if found in the province. They also discussed the forthcoming visit of Mr Bhootani to United States on the invitation of USAID. He will be leaving for the US next week. The speaker will discuss the legislators support programme with USAID officials. Mr Bhootani thanked Mr Fakan for his help in establishing media and resource centres in the assembly.

Speaker Balochistan Provincial Assembly, Muhammad Aslam Bhootani threatens to move resolution against two projects
Balochistan Assembly Speaker Aslam Bhootani on Monday threatened to move a resolution in the House if reservations and concerns of locals were not addressed prior to the setting up of a coal-based power plant and Bosicor oil refinery’s extension at Gadani. AES Pakistan Limited, a private firm, is actively pushing for the establishment of a coal-based project to produce 1,200 MW of electricity and is in the process of acquiring 300 acres of land, which belongs to the local people. “Likewise, Bosicor oil refinery is working on the extension of its refinery and wants to build a floating jetty at the Gadani beach, where fishermen have a harbour for decades. The jetty would dislocate them without any compensation or alternative means of livelihood,” he said during a chat with The News. Moreover, he said, there would be a lurking danger that pumping of a massive quantity of crude oil could cause oil spill or any damage to the pipeline could trigger serious health and environment hazards. This crucial aspect had been overlooked as the project was envisaged, the speaker pointed out. He noted formerly the firm used to transport crude oil from Port Qasim on trucks to the refinery at Gadani, but now it wanted to avoid transportation cost by building a floating jetty. The arrival of oil tankers from sea could also pose a health and environmental hazard. The speaker recently apprised Balochistan Chief Minister Nawab Aslam Raisani of the concerns of the people of his constituency —Lasbela — and sought his intervention before these two projects were realised, ignoring the local population and the possible health and environmental hazards. Raisani assured the speaker that genuine concerns would be addressed well in time. Bhootani, however, feared despite the chief minister’s assurance, things were moving at a fast speed. He is considering moving a petition in a superior court in case the status quo as feared was maintained. Already, despite their hue and cry, the speaker said a no-objection certificate had been issued to the AES Pakistan Limited for the proposed power plant, which, he demanded, must be cancelled and to the oil refinery be issued only after the local population and environment-related matters were duly addressed. He noted that the local people had a bitter experience in the past, as even after the inception of the Hubco Power Plant, the local population was completely ignored in terms of social services and job opportunities. The speaker said not a single power unit was being supplied to the local people, whereas they were inhaling harmful gases, emitting from the plant. “I wonder on what bases, the Environmental Protection Agency and the Land Acquisition Department will be issuing NoC to these firms without hearing the local population,” he said. He said they would oppose the proposed projects at every forum and the lawmakers from Balochistan had already decided to raise it on the floor of the Senate, as the ancestral land of the locals was being acquired without their consent. The speaker was confident that the government would ultimately swing into action to safeguard their interests, saying they were not opposed to development and uplift projects, but these must not be at the cost of the local population’s interests and environment.

Quetta Dec 10: Balochistan Assembly Speaker Aslam Bhootani has welcomed steps taken by Prime Minister Yousuf Raza Gilani for improving the situatioon in teh troubled province. In a statement on Thursday, he said that removal of unnecessary security check posts, opening of the border with Iran at Mand and other steps taken by the premier to ease the Balochistan crisis would help in restoring the confidence of Baloch people in the Federal Government. He said that providing 10,000 jobs to the youth of Balochistan in government departments and other state-run institutions would help reduce unemployement in the province. Mr. Bhootani also lauded the efforts of Chief Minister Nawab Aslam Raisani for reconciliation with nationalist parties.

Speaker Muhammad Aslam Bhootani suffered a heart attack
Balochistan Assembly Speaker Aslam Bhootani, suffered a heart attack on Wednesday. Mr Bhootani had been brought to the civil hospital in Quetta on Wednesday evening with severe pain in chest and was shifted to the ICU. According to hospital sources, his condition has improved. Chief Minister Aslam Raisani and some ministers visited the hospital to inquire after the health of Mr Bhootani.

Car Ownership Scheme for Govt Employees Proved Successful: Aslam Bhootani
Quetta: Balochistan Assembly's Car ownership scheme for its gazetted officers has proved successful, and if other deptts: also follow the same criteria it would help government to save millions of rupees in purchase and repair of vehicles. When the Speaker Balochistan Assembly Muhammad Aslam Bhootani was asked to comment on this he told that initially 30 Brand new Suzuki Cultus cars have been purchased for Government officers on ownership basis and were give to them on monthly installment basis. He said that under this scheme the maintenance of these vehicles become easy while on the other hand there is no additional burden on Assembly, saying upon completion of seven years installments ownership rights of these vehicles would be given to the concerned officers. He further said that this scheme has also lesson extra ordinary use of vehicles and a drastic cut has also been made in connection of their repair and maintenance. He further told that decision has also been made to purchase an ambulance for Assembly dispensary, while a Utility Store for Assembly Employees in the Assembly premises has also been approved.

Speaker inaugurates three year Strategic plan to improve Balochistan Assembly performance
QUETTA: Balochistan Assembly Strategic Plan 2010-2012 is aimed at to improve performance of the assembly. These views were expressed by Speaker Balochistan Assembly Muhammad Aslam Bhootani while addressing the inaugural ceremony of Balochistan Assembly Strategic Plan 2010-2012, held here by USAID support programme on Friday. Speaker said that under the said strategic plan different programmes would be arranged to impart training to the members, officers and staff of the Assembly as it would help improve performance of the standing committees. He said that the newly introduced strategic plan would pave way for the Assembly to perform its main function of legislation in a better way. The Speaker while assuring funds for the proposed plan said that as Assembly member our performance should be based to bring improvement in the lives of the people of the province. The Speaker had formed a committee in 2009, comprising some Assembly members and officials of Assembly secretariat to prepare a three year plan. He thanked the Institute of Pakistan Legislative Strengthening Project established in collaboration with USAID for its support during preparation of the plan. Speaker Aslam Bhotani on this occasion further said that standing committees were essential to keep watch on the performance of the Assembly and the government as well. He said that standing committees have not yet been constituted, saying he would contact the leader of the house to constitute standing committees. To a query the speaker told that agreement on setting up of a parliamentary TV channel has been reached during the Speakers conference recently held at Lahore and work on it would soon be started.

Speaker Aslam Bhootani Assures to Resolve Problems of People on Priority Basis
LASBELLA: Speaker Balochistan Assembly Muhammad Aslam Bhootani on Friday offered fateha for the departed soul of late Haji Ghulam Muhammad Ronjha, father of senior journalist Qadir Bakhsh Ronjha at his residence. Later, he also offered his condolences on the death of Haji Abdul Qayyum Ronjha, mother of Sub-Inspector Amin and sister in law of Dr Qamar. He was accompanied by Nazim District Lasbella Muhammad Ibrahim Doda, Allah Bakhsh Dulari, Sardarzada Sheikh Farooq, Engineer Habibullah Ronjho, Syed Muhammad Shah and others. In the meanwhile different delegations called on Speaker Aslam Bhotani at Lasbella rest house. Speaker on this occasion listened to the problems of the people and assured them to resolve their problems. He said that all out efforts would be made to resolve problems of the people on priority basis. He said his doors were open for the people of Labella.

Provincial Government Striving for Masses Uplift: Aslam Bhootani
QUETTA: Speaker Balochistan Assembly Aslam Bhootani has said that provincial government was making sincere efforts to cope with the problems it inherited from the past. He expressed these views while addressing a seminar here the other day. Aslam Bhootni said that society was facing numerous problems but it was not the problem of our society only, adding present government led by Chief Minister Nawab Muhammad Aslam Raisani had to face a lot of problems after coming into power but after coming into power this government started release of political prisoners. He said that issue of missing persons was important and provincial government was in close contact with the Federal Government to trace out missing people, saying due to government’s sincere efforts some of the missing people have been recovered while efforts are underway to recover the others. Speaker Balochistan Assembly said that when the present government assumed the charge the province was under the burden of huge loans with an overdraft of Rs: 17 billion, which was later waved off by the Federal Government. He said that progress was being made on Balochistan Package, while the credit of resolving 60 years old issue of NFC award also goes to the present government. Under new NFC Award now Balochistan will get 100 pc more resources, whereas the federal government has also assured Balochistan to provide due funds in case of any shortfall of revenues. Aslam Bhootni said that the Federal Govt. has also accepted Balochistan’s claim of outstanding amount of Rs: 120 billion under the head of gas royalty and from the next year Balochistan will get Rs: 10 billion annually which would help improve living standard of the people of the province. Aslam Bhootani lamented that our students take more interest in the politics than seeking education, while some politicians also use students in politics. He made an appeal to the students and politicians to let the students focus on their education. He said that health sector was also facing problems in the province, even those who become doctors from interior Balochistan do not get ready to serve in their respective areas. Aslam Bhootani said that due to the sincere efforts of the government eight big and two small dams were being constructed in Balochistan, which would help overcome water shortage, beside generating electricity. He said that every one including politicians should have a motive to end sense of deprivation of people of Balochistan and bring prosperity in their lives. The speaker on this occasion also gave answers to the questions of the participants of the seminar.

Speaker Seeks Review of PIA Fares, Night Service from Quetta
QUETTA: Speaker Balochistan provincial assembly Aslam Bhotani has said that PIA fares should be reviewed, saying we are satisfied with PIA schedule in Balochistan but night service should be started and a small plane can be used. He expressed these views while chairing a meeting on PIA fares here the other day.The meeting was attended by provincial ministers, MPAs, PIA authorities and leaders of different parties. Speaker had called PIA and Civil Aviation authorities to his chamber in his ruling on a resolution about PIA fares on March 22. During the meeting Provincial ministers and Members of Provincial Assembly demanded of PIA for just fares and introduction of night service form Quetta. Provincial Minister Aslam Bizenjo asked not to meet its deficit from Balochistan and demanded for introducing more flights for the benefit of the people from this province. He pointed out that fare of Quetta-Karachi sector (370 miles) is Rupees 9800 while that of Karachi-Islamabad route (700 miles) is Rupees 7600. It must be made justified. Provincial Minister Ms Raheela Durrani said that PIA should reduce fares that maximum number of people could travel. She said Balochistan people are very small in PIA which should be increased. She said Quetta is called international airport so in addition to Dubai, flights for other countries should also be started. Mrs Nasreen Khetran, Agha Irfan Karim and Basant Lal Gulshan said that only PIA was operating in Balochistan. They said other private airlines should also introduce their services in the province. It would create an atmosphere of competition to the benefit of the travelers. Balochistan is part of Pakistan. PIA must not commit excesses with its people. Quota for all the MPAs and MNAs should be reserved in all flights. Shaikh Jaffar Mandokhel, Engineering Zamrak, Habibur Rehman Muhammad Hasni and Jan Muhammad Buledi asked for increase in flights between Quetta and Karachi and other cities. Increased fares were causing losses to the people of the province. Injustices with the people continues resulting in anger among the people who then climb to mountains. They said steps to benefit businessmen and traders should also be taken. PIA representative Najam Amin Mirza told the meeting that after Punjab maximum number of flights were being operated from six cities of Balochistan. He said that international flights were being operated from three cities-Quetta-Dubai thrice a week, Turbat-Sharjah four flights a week and Gwadar-Muscat 2 flights per week. He said members of parliament would be briefed on additional fare on Quetta-Karachi route and other complaints in second or third week of April. About fares, he said only such fares are being realized which only meet our expenses.

Strong Political System a Guarantee to Weed out Corruption: Speaker Aslam Bhootani
QUETTA: Speaker Balochistan Assembly Aslam Bhootani has said that strengthening of political government was must to root out menace of corruption; a stable system is essence of good governance but in the past dictatorial regimes promoted corruption culture in the country. He was addressing a work shop organized by National Accountability Bureau at a local hotel here on Wednesday. Aslam Bhootani said that eradication of corruption was not only government’s responsibility but every individual will also have to play its role to root out this menace. He said that there was no corruption at the time of 1973 elected government but after 1985 non-party basis elections corruption strengthened its roots, adding during last 63 years country was mostly ruled by dictators while tenure of elected governments was very short. He said that dictatorial rules promoted corruption as it suits them and no one can ask from them about corrupt practices. Aslam Bhootani said though corruption is also made during democratically elected governments but its volume always remains low as elected representatives are answerable to the people. He said that if political governments are strong and stable they can overcome menace of corruption easily. He urged the people to elect honest representatives, adding provincial government was determined to run all affairs in a transparent manner.

18th Amendment not to Effect Cabinet size: Aslam Bhootani
Quetta: Speaker Balochistan Assembly Aslam Bhootnai has said that proposal given in the 18th amendment for a small cabinet would not effect present cabinet as it would only come into force as a new government was in place following the next general elections. The impression that passage of 18th amendment from the parliament would pave way for a cut in Balochistan cabinet, reducing it to 15 members only, was not right. Speaker Balochistan assembly expressed these views in a special chat here the other day. Aslam Bhootnai said that credit of 18th amendment goes to all political parties who made this possible through their unflinching resolve towards this task, adding the proposed amendment for a small cabinet would be implemented in the next governments which would come into place in future. He said that 18th amendment has also a clause that in case of Governor’s visit to abroad Assemblies' Speakers would act as acting governors. He, however said if Speaker was also not available than the president would have the authority to appoint someone as Governor for that period. Bhootnai said that 18th amendment also contains some clauses for a caretaker set up which bar any relative of the care taker Chief Minister including son, daughter or wife or husband of a male or a female Chief Minister respectively. He said that 18th amendment would restore the 1973 constitution in its original form. He congratulated all the political parties on preparing 18th amendment as per wishes of the masses.

Balochistan Assembly unanimously approved Rs:152 billion provincial budget for 2010-11
The session presided by Speaker Balochistan Provincial Assembly, Muhammad Aslam Bhootani passed the provincial budget for 2010-11 unanimously here on Monday. 52 demands for grant were moved by the provincial Finance Minister Mir Asim Kurd. Concluding the budget debate, Finance Minister said it was a people friendly and the largest budget ever in the history of Balochistan. He further added that government has been trying to resolve the financial crisis and has succeeded in getting maximum financial resources for the development of Balochistan. Mr. Asim Kurd said the first Balochistan budget was presented in 1972 by the late Mir Ahmed Nawaz Bugti and it amounted to Rs:158 million and was a deficit budget. He said due to shortage of financial resources the previous governments could not cope with health, water, education, agriculture and other sector problems and consequently the province remained underdeveloped. He said the coalition government headed by Nawab Aslam Raisani had tried to get rid of the overdraft amounting to Rs:23.5 billion, out of which Rs:5 billion were paid off by the provincial government and remaining Rs:17.5 billion were wrote off by the federal government. He said the due share received from the 7th National Finance Commission Award, including gas development surcharge, arrears and royalty, had created a lot of opportunities to achieve progress and prosperity.

Rs: 200 Million to be Spent on Uplift Scehmes: Speaker Aslam Bhootani
HUB: Speaker Balochistan Assembly Aslam Bhootani has said that Rs 200 million would be spent on different development schemes in his constituency and other different areas of Lasbella. He expressed these views while talking to media men during his visit to Hub the other day. Speaker Aslam Bhootani said that Rs 60 million would be incurred on electrification including Pirkas,Peral Mangyani Goth, Wahbora Goth and Raho Bizinjo Goth, while Quetta-Lasbela road would be completed this year. Speaker Aslam Bhootani further told that in the ongoing development spree 30 new water supply schemes would also be launched in different villages which would help fulfill agriculture and drinking water needs of the area. Besides, Rs: 30 million would also be spent on educational uplift, he added. Speaker Balochistan Assembly admitted that law and order was not good in the province however, he said as compared to other provinces it was much better. He said that provincial government led by Chief Minister Nawab Aslam Raisani was making sincere efforts to overcome target killings, saying restoration of levies would certainly help improve law order in the province. Outgoing Iranian Consul General Pays Farewell Call on Speaker Aslam Bhootani
Quetta: Iranian Consul General based at Quetta Ali Aryan Nejad paid a farewell call on Speaker Balochistan Provincial Assembly Mohammad Aslam Bhootani in his chamber. During the meeting they exchanged views on different issues of mutual understanding. Iranian Consul General told the Speaker that during his four years tenure in Quetta trade between Pakistan and Iran was increased, adding in the first year of his posting in Quetta 7500 visas were issued. Similarly in the second and third year number of visas increased which in the fourth year reached upto 33051, including 14916 multiple visas (Business Visas), he said and added these statistics are an ample proof of those services provided by Iranian Consulate. Speaker Aslam Bhootani while lauding the performance of the outgoing Iranian envoy expressed the hope that Pak-Iran relations would further strengthen in future.

Speaker Aslam Bhootani concerned over huge losses to agriculture sector due to power suspension.
Quetta: Speaker Balochistan Assembly Aslam Bhootani has said that agriculture sector was badly damaged due to suspension in electricity following suspension of supply from 220 kv Guddu-Uch-Sibi transmission line. Speaking at a briefing at QESCO headquarters here Friday he said QESCO should make immediate arrangements for supply of electricity following suspension of 220 kv transmission line. QESCO Chief Muhammad Shafiq Khattak said that these lines fall in the orbit of National Transmission and Despatch Company (NTDC) which itself monitor repair and look after of these lines. QESCO distributes available electricity through 132 k/11 kv lines however, QESCO administration makes immediate contacts with Provincial Government for matters relating to security clearance in case of suspension of these lines and provides cooperation to NTDC officials. He asked the participants to expand cooperation with the provincial and federal government in this regard. He said during the visit of Managing Director PEPCO to Quetta he had assured Chief Secretary that talks were being held for supply of electricity to Balochistan from alternate sources while a proposal for setting up 200 mw power house in Shaikhmanda was also under consideration . He asked Speaker and provincial ministers for extending cooperation to QESCO. He said village electrification programme under Kuwait Fund, a total of 664 villages of 700 villages have been electrified due to correct utilization of this funder, another 500 villages would be electrified under this fund. Shafiq Khattak also conducted a detailed briefing on countrywide load shedding and ongoing development projects in the province on which Speaker expressed his satisfaction.

Quetta: President Asif Ali Zardari has said that progress and prosperity of Balochistan was government’s top priority and promises made to people of Balochistan would be facilitated. He expressed these views while talking to Speaker Balochistan Assembly Muhammad Aslam Bhootani who called on him at Bilawal House Karachi on Monday. Speaker on this occasion briefed the president about ongoing development projects in Hub and other areas. He said that during the meeting the President issued orders of immediate construction of Hub Bypass and ordered the concerned authorities to prepare its design without any delay. He also assured the Speaker about the construction of Hangol dam and Winder dam. Speaker said that these projects have great importance and their completion will open new vistas of progress and prosperity in the area but would also help improve the life standard of people of the area. Speaker also thanked President Asif Ali Zardari for issuing orders for immediate completion of projects relating to pubic welfare. He expressed the hope that work on the said projects would soon be started.

Lasbela land sale to foreigners criticised, Muhammad Aslam Bhootani
Addressing a press conference here on Friday, Aslam Bhootani said Balochistan was not a saleable commodity and its people would not allow anyone to sell their land. “On the directives of PM House the provincial revenue department has prepared a summary for selling about 70,000 hectares of land to Arab princes for hunting,” Mr Bhootani said. He said the plan had been prepared without considering the apprehensions of the local people and, therefore, following public reaction Chief Minister Nawab Aslam Raisani has stopped the summary. “The revenue department ignored even my reservations and apprehensions while sending the summary to the chief minister,” he said. Mr Bhootani said the land belonged to the people of Lasbela and no foreign national would be allowed to purchase it. He said that the Balochistan government had earlier refused to give the same land to a federal security institution because local people’s opposition. “When we refused to sell this land to our own federal security institution how can we sell it to foreigners for hunting,” he said, adding that local people had been living on the land for centuries and no one would be allowed to displace them. Mr Bhootani expressed the hope that the provincial government would foil any attempt to deprive the local people of their land. He said the chief minister had already expressed his anger over giving Gwadar Port to Singapore Port Authority and Reko Diq gold and copper project to foreign companies. He said that it was true the Arab princes would be paying the price of the land one could ask that if someone wanted to “purchase the whole of Balochistan what would be our reaction?” Mr Bhootani called upon Prime Minister Yousuf Raza Gilani to withdraw the decision about allotment of coastal land in the district.

Hub: Speaker Balochistan Assembly Aslam Bhootani has said that law and order situation could be improved in Balochistan Province if there is an atmosphere of trust between Provincial Govt:, Establishment and angry Baloch Brothers. He expressed these views while talking to media men at Hub. He said that Provincial Govt: under the leadership of Chief Minster Nawab Aslam Raisani was showing good performance adding last year Provincial Budget was Rs: 72 billion, while this year Provincial govt: presented more than 108 percent increased budget of Rs: 152 billion. He said that this would improve economics situation of the Province. Similarly, he told the center has approved Rs: 120 billion as gas royalty to Balochistan, out of which the Province will receive Rs: 10 billion every year. Aslam Bhootani said that Taliban Shura was not present in Quetta nor there are any Al-Qaida activities in Balochistan therefore, there was no justification of Drone attacks on Quetta or other parts of the province.

He expressed these views while inaugurating newly constructed building of Degree College completed at a cost of Rs: 7 million. Earlier, a large number of people including tribal notables, farmers, Nazims, Naib Nazims, Councilors, Govt: Officers and citizens accorded warm welcome to the Speaker upon is arrival. Speaker Aslam Bhootani inaugurated the newly constructed building of the College on this occasion. Executive District Officer communication and works dept: Lasbella Muhammad Ayub Kasi gave brief to the Speaker about construction of the college. Speaker Aslam Bhootani while speaking on the occasion said that it was heartening to note that the building of the said college was completed within the set time frame adding earlier we had faced some problems during the initial stages as the place we earlier chose to set up college building, later LEDA launched a Marble city Project at that place. He said that though the college building is constructed to a distant place from Hub city but a bus would be provided to the college students for their back and forth. Speaker told that Area of Peerkas would be provided Electricity with a amount of Rs 10 millions and work on this project would be started in next two or three days. Similarly electricity would also be provided to Degree College soon, he added. Speaker Aslam Bhootani said that under the leadership of Chief Minister Balochistan Nawab Aslam Raisani govet: was trying to provide basic facilities of life to people at their doorstep. While thanking Chief Minister for giving approval of the said college on his request the Speaker expressed the hope that all the leaders of the Political Parties would play their role to ensure better educational activities in the college. He directed D.C Lasbella, LEDA and Municipal Committee Hub to extend their full cooperation with regard to provision of water to the college. The Speaker said that appointments of Lecturers and other staff would soon be made in the college. Strong Will Needed to Eradicate Corruption: Aslam Bhootani
Quetta: Strong will be needed to eradicate menace of corruption, if govt: servants consider themselves servant to the State and people and honestly discharge their duties corruption would come to an end by itself. These views were expressed by Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani while addressing an Anti-Corruption Seminar held under the aegis of NAB Balochistan on “International Anti-Corruption Day”. Aslam Bhootani said that coalition governments are also a reason of corruption in the country adding menace of corruption has caused huge losses to the country. He said every year on December 9 we make tall claims to root out corruption from the society but it is a matter of fact that corruption is increasing in every sphere of society, no bold steps could be taken against corruption during this year. Speaker said that strong will was needed to weed out menace of corruption from the society adding those sitting in Assemblies should not indulge in wrongdoings. He said that 80% politicians indulge in wrongdoings. He said that bureaucrats and govt: officials should not indulge in corrupt practices on the behest of rulers and politicians and serve the country and people without any fear or favour. He said in initial stages NAB showed good performance but later it also become a victim of different experiences. He also urged youth to come forward with a strong will to eradicate corruption from the society.

Speaker assures to resolve problems of Baluchistan assembly staff on priority basis
QUETTA: Speaker Balochistan Assembly Aslam Bhotani while assuring resolution of problems of the Balochistan Assembly Secretariat said retirement from service was part of government service. He expressed these views while addressing a reception in honour of outgoing and incoming secretaries of assembly Muhammad Khan Mengal and Syed Safdar Hussain respectively. Lauding services of former secretary Muhammad Khan Mengal, speaker Aslam Bhotani said that the former secretary utilized all his energies and capabilities in running assembly business and welfare and well being of the assembly staff during his tenure. Rulers upheld supremacy of law and constitution in Raymond Devis case: Aslam Bhootani
UETTA: Speaker Balochistan Assembly Aslam Bhootani has said decision in Raymond Davis case has proved rulers' belief in supremacy of law and their complete resolve to adhere to the law of the land and democratic norms. Talking to media men in his chamber Speaker Aslam Bhootani said court's decision in Raymond Davis case not only upheld the supremacy of law but also proved that democratic rulers instead succumbing to US pressure on the issue gave preference to public sentiments. It was a victory of rule of law and the rulers have proved that no one in the country was above the law, he said adding US employed different tactics to press Pakistan to get Raymond Davis released but country's democratic rulers did not succumb to such tactics and took all decisions according to the law and the constitution and all credit goes to the people and land of the law. Aslam Bhootani said that country's all laws are made by the elected representatives, saying decision in Raymond Davis case has also shun the nasty propaganda that was being carried out against Pakistan and Islam at international level. This decision will also help improve Pakistan's image on world level, Aslam Bhootani said. He said that Islam does not advocate extremism and allows everyone to spend his life at his own will and with complete religious freedom.

Speaker summon GM PIA and DS Railway
QUETTA: Speaker Balochistan Assembly Aslam Bhootani while taking notice of closure of trains due to fuel shortage and raise in PIA fares summoned DS Railway and GM PIA in his chamber. The issue of train closure and rise in PIA fares was raised during Balochistan Assembly session on Friday, March 18. PPP parliamentary leader Mir Sadiq Umrani on a point of order said that due to shortage of diesel trains from Balochistan to other provinces were not chugging which has caused great embarrassment among the people. Provincial minister Asadullah Baloch while speaking on the floor said that Balochistan was the biggest province of the country area wise but since Pakistan inception sense of deprivation prevails in the province. He said despite short distances fares in Baluchistan were comparatively high than other provinces which was a sheer injustice with the people of the province. He said that PIA high ups should be contacted on this matter. Assembly members Habib ur Rehman Muhammad Hasani and Nasreen Khteran also spoke on the issue and said that there should be flights for Karachi and Islamabad on daily basis. Speaker Aslam Bhootani on this occasion directed the Secretary Assembly to summon DS Railway and GM PIA in his chamber to discuss he issue. He also directed to send the Assembly resolution on electricity issue in Mekran to Ministry of Water and Power.

QUETTA: Speaker Balochistan Assembly Muhammad Aslam Bhootani and MNA Kashmala Tariq departed on a visit to South Asian Countries via Dubai,Columbo,Dhaka and Maldives, from Karachi on Tuesday. During their visit they would hold talks with the concerned quarters of these countries about the election of MNA Kashmala Tariq for CPA seat. Quetta: Parliamentary Committee resolved Speaker’s resignation issue, while removing difference between Speaker Aslam Bhootani and Chief Minister Nawab Aslam Raisani. Speaker Aslam Bhootani will preside over Budget Session of Balochistan Assembly on June, 20. This was stated by Senior Minister Maulana Abdul Wasey and Provincial Minister Sardar Aslam Bizenjo in a statement here the other day. Member of Parliamentary Committee led by Maulan Abdul Wasey again met Speaker Aslam Bhootani and assured him that Govt: will take all steps in Speaker’s constituency with his consent in future. Speaker Muhammad Aslam Bhootani told that the austerity drive was part of government\'s policy of strict financial management and since he assumed the charge of office he tried his level best to maintain financial discipline in the Assembly Secretariat. Hub: Speaker Aslam Bhootani visited different areas including Hub, Gadani, Winder and Liari and inspected ongoing development works. He met people at Hub and listened to their problems. Moreover, he inspected historical city of Liari where he inspected electricity schemes completed at the cost of Rs: 15 million. People of Liari warmly welcomed Speaker Aslam Bhootani at Liari and thanked him for development in the area. Later he inspected ongoing project of sewerage system at Winder. Grind System Network Capacity Increased Upto 62%, Speaker told
Quetta: Speaker Balochistna Provincial Assembly Muhamamd Aslam Bhootani on Tuesday paid a visit to QESCO Headquarters and met QESCO Chief Engineer Iftikhar Ahmed. During the meeting briefed the Speaker about ongoing Electricity Projects in different areas including Pishin, Dreji, Awaran and assured timely completion of these projects the Speaker was told that during last three years QESCO 700 MVA i.e. 62pc capacity of grid system network, while 5320 villages have been provided electricity. The QESCO chief told that QESCO was implementing various projects to improve performance of its power division so as electricity could be provided to consumers without any problems. MNA Agha Muhammad was also present on the occasion.

Speaker Orders to Restore Water Supply Schemes
Hub: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani directed PHE department to restore two water supply schemes in district Lasbela. It has been directed that waster supply scheme Lang Lohar and Khar Khera should be restored following payment of all electricity dues.

Development Works Worth Millions of Rupees Launched in Hub
Hub: - Development Schemes worth Rs: 200 million have been launched in Hub and their completion would open new vistas of development in the area. The developments schemes being carried out in the area are the result of Speaker Aslam Bhootani’s sincere efforts for the uplift of these areas. The funds have been given by Chief Minister Nawab Aslam Raisani on the recommendations of Speaker Aslam Bhootani. Development schemes being carried out in Hub include Sewerage road water supply, installation and repair of street lights and some other projects. After abolition of Octri system the income of Local bodies institutions had come to an end which resulted in lack of development process in area. Speaker Balochistan Assembly provided electricity to more than one hundred villages while more electricity schemes worth Rs: 60 million are also in pipeline. Political and social figures Muhammad Anwar Gadoor, Iqgal Gadoor, Wadera Rashid Gadoor, Dr. Ashok Kumar Tanani, Seth Molchand Lasi, Mir Muhammad Alim Marri, Lala Abdul Majeed Mengal, Waseem Ayub Ronjha, Naseer Ahmed Tahiri, Tehseen Ronjha and Haji Razaq Mondrah paid tribute to Speaker Balochistan Assembly Muhammad Aslam Bhootani on beginning of development works.

Mother of Speaker Aslam Bhootani Passes away
Quetta: Mother of Former Caretaker Chief Minister Balochistan Sardar Saleh Bhootani and Speaker Balochistan Assembly Aslam Bhootani passed away after prolonged illness in Karachi. Her Funeral was held at their naïve town Dureji on Sunday. A large number of people including politicians, civil servants, family members and members of civil society attended the funeral ceremony. Speaker Aslam Bhootani who was on a foreign visit returned to country after shortening his visit due to the said demise of his mother. The Fateha Khawani for the departed soul is continued at Dureji. Governor Balochistan Nawab Zulfiqar Ali Magsi, Chief Minister Nawab Aslam Raisani, Provincial Ministers, MPAs and a large number of people have expressed their condolence over the sad demise and prayed ALLAH Almighty, to rest the departed soul in eternal peace and give patience to the bereaved family.

Journalists faces difficulties in Balochistan
Democracy and Independent judiciary is because of media exerting pressure on journalists from Govt and militant organizations is not right only Balochistan and Pakistan but entire world has become dangerous for journalists. They should not be influenced by any pressure and use their pen honestly so that good and bad in the society could be recognized this was stated by Speaker Balochistan Assembly Muhammad Aslam Bhootani while addressing a seminar organized SAFMA her on Friday noted journalists Imtaiz Alam, Shahzad Zulfiqar and Jala Noorzai also spoke. Speaker said provincial Govt is flag carrier of independent of media because owing to independent media democracy has flourished. He said no doubt journalist make reporting under dangerous circumstances not only in Balochistan and whole Pakistan but all over the World. They were discharging a dangerous profession. He said they embraced martyrdom, jails and strips. He said independent judiciary and democracy is because of media. He appealed to the militant organizations and Govt not to put pressure on the journalists for their reporting so that they could use their pen in right direction. Speaker said at a Seminar held there today that he has come to know Journalists were facing different difficulties. He said provincial Govt: take all steps for the Security of Journalists he would soon meet Chief Minister in this connection. Speaker also said that Provincial Govt: from the beginning was striving for resolving Journalists problems. Gwadar Port built during Musharaf regime was not functional then present Government made it functional and created employment avenues. He said Provincial Govt: has succeeded in NFC award and we have got 108 million rupees which is very huge amount we have rupees 17 billion overdraft which Provincial Government shifted to Federal Govt: Noted Journalists Imtiaz Alam said Balochistan is a dangerous Province for the Journalists and besides providing them security there is no need to import them for trainings of different kinds. Imtiaz Alam also said that senior anchors from Islamabad would come to Balochistan and hold shows at different chowks to highlight to problems in Balochistan and Journalists problems before the masses. He said hurling threats to Journalists from different organizations and Govt: side is very dangerous for us. Journalists should not leave their pen despite all difficulties and highlight all facts and figures before the masses.

Speaker Assures to Resolve Problems of Veterinary Doctors Quetta
Speaker Balochistan Assembly Aslam Bhootani has said that problems of Veterinary Doctors would be resolved. He expressed these views while talking to a delegation of Veterinary Doctors her on Friday. The delegation appraised the Speaker about their problems and told him that at present 300 Veterinary Doctors were jobless. They also apprised the Speaker that In 2006 Labella University was registered as Veterinary University but later its registration was cancelled. The Speaker on this occasion said that present Government was making sincere efforts to resolve problems of the people and this regard various development projects have been launched in every field of life. He assured the delegation to make all possible efforts to resolve problems of Veterinary Doctors of Province. The delegation thanked the Speaker for his assurance.

Quetta: Coalition government including all political parties was running good owing to wide policies of Balochistan Chief Minister Nawab Aslam Raisani. Pointing out problems and discussion on them by ministers in good sign. Members have been given much more right to speak in the House. This was stated by Speaker Balochistan Assembly Muhammad Aslam Bhootani while speaking to media men in in his chamber after the assembly session here. He said ministers should point out problems of people and try to resolve them. He said implementation of resolutions passed by assembly is out endeavor and center gives them importance. He said ministers take up issues in House discussed in the cabinet so that people could know their problems are debated in assembly. He said Nawab Aslam Raisani Chief Minister of the Province. If he was not present in the House this does not mean he is unaware of the problems of the Province. He speaks on these problems in Islamabad. He said unless any member points out lack of quorum. House business continues to transact. Since majority of the House is provincial ministers they are 58 members they do not point out quorum. He said ministers are people’s representatives and they can resolve peoples problems in true sense.

Work on Lasbella Canal Soon to be Started: Speaker Aslam Bhootani
Hub: Speaker Balochistan Assembly Muhammad Aslam Bhootani has said that Balochistan government has approved Rs: 25 million for remodeling of Lasbella Canal and work on this Project would soon be started besides a considerable amount for promotion of Education sector would be also be allocated in the next budget. He expressed these views while addressing a reception hosted by notables of Peeraks area of Hub. Former Caretaker Chief Minister Balochistan Sardar Saleh Bhootani also addressed the occasion. Speaker ASlam Bhootani said we believe in indiscriminate services of people of Lasbella, Peeraks area has been provided electricity while the remaining villages would also be provided this facility soon. He said Rs: 7 to 8 million would also be spent on the construction of Peeraks road while steps would also be taken to upgrade Peeraks Primary School to middle level. He told that the government has already approved Rs: 27 Crore for Recodic Project and completion of this Project would help overcome water issue in Hub and Dadani areas. He assured the people of the area to resolve their problems at their door step.

Speaker urges to MPAs to ensure their presence during Assembly Session
Quetta: Speaker Balochistan Assembly Muhammad Aslam Bhootani has directed the Members of Balochistan Assembly to ensure their presence during the Assembly Session. He said that Assembly was an elected forum where problems of people are resolved and keeping in view the importance of this august institution MPAs should take interest in its proceedings while ensuring their presence. Speaker Aslam Bhootani said that on Thursday Assembly proceedings were carried out according to the rules and regulations, saying until and unless a member of the Assembly does not point out the corm, Assembly proceedings go on. He said on Thursday large member of leave applications by the MPAs were received which were tabled before the members, who rejected them.

Murder of wife, daughter of Sardarzada Bakhtiar Domki Regrettable
Quetta: Speaker Balochitan Assembly Aslam Bhootani has said that after the murder of wife and daughter of Sardarzada Bakhtiar Domki, notice of police statement should be taken and an inquiry into the incident should be made. Talking to media men in his chamber Speaker said that murder of Spouse and daughter of of Bakhtiar Domki was regrettable, saying a large number of people from Balochistan as staying in Karachi to earn their livelihood. He said that police statement regarding the incident was not adequate as such statements cannot give some other direction to the incident. President PML-N Balochistan Sardar Sanaullah Khan Zehri and Provincial Minister Syed Ehsan Shah also condemned the incident and termed it a government failure they said that it was a cowardly act, adding Sardar Bakhtiar Domki is an Assembly member and occurrence of such incident was not a simple thing. They said that the incident was totally against the norms and traditions of Baloch Culture.

Australian Deputy High Commissioner calls on Speaker Aslam Bhootani
Quetta: Australian Deputy High Commissioner in Pakistan Paul Molloy on Wednesday called on Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani in his chamber and discussed with him various issues. Speaker Aslam Bhootani on this occasion apprised the Australian Envoy about the ongoing development process in Balochistan. Australian Deputy High Commissioner while lauding Pakistan’s role in war in terror told that recently Australian Prime Minister while addressing the Parliament specially hinted the exemplary role of Pakistan and its armed forces in war on terror. He told the Speaker that Australian government was willing to launch Water Conservation Project in Balochistan. Speaker Aslam Bhootani while lauding Australian Government said that water was a natural blessing and its proper utilization would benefit the growers. He assured full cooperation on behalf of Balochistan government. Later, the Speaker presented the traditional gift of Carpet to the Hon’ble guest.

Speaker assures full cooperation to Foreign Investment in Balochistan
Quetta: Speaker Balochistan Assembly Muhammad Aslam Bhootani has said that Balochistan Government would extend full cooperation to foreign investors in the province. He expressed these views while talking to the Korean Ambassador Chung Jo Choi who called on him in his Chamber. During the meeting they exchanged views on issues on mutual understanding. The Korean Envoy told that Korean Companies were working on different road network projects in Pakistan and soon thirty years of Pak-Korean relationship would be celebrated. Speaker Aslam Bhootani will welcoming investment by the Korean Companies assured full cooperation to the foreign investors.

European Union Ambassador Calls on Speaker Aslam Bhootani
QUETTA: Balochistan Assembly Speaker Aslam Bhootani has said that Pakistan is paying a heavy price in the ongoing war against terror, as thousands of civilians and security personnel have sacrificed their lives in the conflict. Talking to EU Ambassador to Pakistan Lars Gunner Wigemark, who called on him here on Wednesday, he said that Pakistani people and security forces had rendered the sacrifices for restoring peace in the world. The speaker apprised the ambassador of the steps being taken by the government for maintaining peace and order and bringing prosperity to the province. He said that financial problems of the Balochistan government had been reduced after the announcement of the National Finance Commission Award. He said that work the ongoing development projects was in progress after provision of funds. Mr Bhootani briefed Mr Wigemark about the proceedings and history of the Balochistan Assembly. The ambassador said that the assemblies provided a base for democracy. While referring to the European Union funding in various development projects in Balochistan and Khyber Pakhtunkhwa, he assured the speaker that the EU would extend all help and assistance in the development process of Balochistan.

Steps Underway for Lasbella Uplift: Speaker Aslam Bhootani
Hub: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has said that steps were underway for development and progress of Lasbella and this development process would continue. Speaker said that under a comprehensive plan development works were being carried out in Lasbella and all areas were being given equal attention. Speaker Apprises the Participants of Management Course about Balochistan Assembly Performance
Quetta: Participants of 13th National Institute Management course on Thursday, paid a visit to Balochistan Assembly. Speaker Muhammad Aslam Bhootani while welcoming the delegation told the participants of the Management course that Balochistan Assembly came into existance of 1970’s General Elections. The first Assembly started functioning in 1972, however, he told that the Assembly was led disfunctioned after imposition of Martial Law in the Country in 1977. Speaker further told that after 1985 general elections Balochistan Assembly again become functional, there was a total of 21 Assembly Members in the first Provinial Assembly including a woman. Later on the number of MPAs continue to be varied from time to time and at present when the 9th Assembly is in progress the number of MPAs has gone up to 65 out of which eleven women are from reserve seats, three MPAs from minority seats while rest belong to general seats. He further told the delegation that after passage of 18th Amendment the Provincial Assembly has to carry out its business for hundred days instead of seventy days. Assembly discusses matters relating to people and give suggestions on them. He told that Resolutions are also passed on different issues while questions are also raised on Assembly floor regarding performance of different administrative departments. Besides, adjournment motions are also tabled on some import issues and the Assembly hold lengthy discussions on them. Speaker Aslam Bhootani further told the participants that the main and vital responsibility of the Assemblies is to pass Government Budgets. Assemblies have their own committees that after going through every matter give their suggestions on them. He also told that MPAs are also imparted training to augment their capacity to perform. While they are also sent abroad to attend different seminars, workshops and conferences, so that they could keep themselves abreast with the modern methods and need of parliamentary system. He told the participants that due to some reasons the 9th Assembly of the province Standing Committees could not be constituted, which are very necessary of perform affairs of different nature. Later, participants visited the Assembly Hall, Speaker and CM Chamber and Library of the Assembly. Director General NIM Mir Javed Iqbal thanked the Speaker for providing valuable information about the Assembly.

Quetta: Speaker Balochistan Provincial Assembly Muhammad Aslam Bhootani has said that Supreme Court’s decision regarding CNG prices was an Eid gift to nation and would provide great relief to people.
