Speaker Apprises the Participants of Management Course about Balochistan Assembly Performance
Quetta: Participants of 13th National Institute Management course on Thursday, paid a visit to Balochistan Assembly. Speaker Muhammad Aslam Bhootani while welcoming the delegation told the participants of the Management course that Balochistan Assembly came into existance of 1970’s General Elections. The first Assembly started functioning in 1972, however, he told that the Assembly was led disfunctioned after imposition of Martial Law in the Country in 1977. Speaker further told that after 1985 general elections Balochistan Assembly again become functional, there was a total of 21 Assembly Members in the first Provinial Assembly including a woman. Later on the number of MPAs continue to be varied from time to time and at present when the 9th Assembly is in progress the number of MPAs has gone up to 65 out of which eleven women are from reserve seats, three MPAs from minority seats while rest belong to general seats. He further told the delegation that after passage of 18th Amendment the Provincial Assembly has to carry out its business for hundred days instead of seventy days. Assembly discusses matters relating to people and give suggestions on them. He told that Resolutions are also passed on different issues while questions are also raised on Assembly floor regarding performance of different administrative departments. Besides, adjournment motions are also tabled on some import issues and the Assembly hold lengthy discussions on them. Speaker Aslam Bhootani further told the participants that the main and vital responsibility of the Assemblies is to pass Government Budgets. Assemblies have their own committees that after going through every matter give their suggestions on them. He also told that MPAs are also imparted training to augment their capacity to perform. While they are also sent abroad to attend different seminars, workshops and conferences, so that they could keep themselves abreast with the modern methods and need of parliamentary system. He told the participants that due to some reasons the 9th Assembly of the province Standing Committees could not be constituted, which are very necessary of perform affairs of different nature. Later, participants visited the Assembly Hall, Speaker and CM Chamber and Library of the Assembly. Director General NIM Mir Javed Iqbal thanked the Speaker for providing valuable information about the Assembly.
